Basically, social bookmarking is a subset of backlinking.

Backlinking is the big picture. Your goal is to get as many other sites linking back to your site as possible, preferably with keyword based anchor text. Submitting articles to article directories, creating content on web 2.0 properties, video submission sites, RSS fedds, etc...
The more quality backlinks you have pointing to your pages, the more important they look to Google and the higher your pages will ranks.

Social bookmarking is a small part of the process, and just one of the many ways of obtaining backlinks to your site. Not only that, you can also use social bookmarking to point to your articles and web 2.0 content sites to give them a boost too. Giving a boost to sites that are linking to your site gives your site more of a boost. Don't expect them to work miracles. Some have pretty good value, but many have very little....but even very little is better than none.
