I dont get why you would want to. All traffic is good - why do you care?
My suggestion would be to get other .cl sites and blogs to link to you, that should help.

Use your target country level domain. You can redirect your country level domain(abc.cl) to your main domain (abc.com).
Do link building on target country websites.
USE forums, directories, Blogs etc containing your target country IP.

I would suggest registering a ccTLD for the country you are trying to target and host the site in that country.

Analyze your competitors back link profiles to see what kind of ratio of links from that country vs. general back links these guys have, the amount of links, the strength of these links etc etc.

Also, if it is a non-English speaking country I would invest in getting the website translated to the countries language, and optimise for it using the native language (IF the native country keywords drive more traffic then the English keyword).

There is also a strategy that if you want to target multiple countries with say, just a .com domain. You can build subfolders for the countries eg. (www.domain.com/en/ www.domain.com/us/ www.domain.com/au/) you would then create individual sitemaps for the sub-folders of the countries and use GWT to target the sitemaps to their respective countries.

        Just my 2c

I have noticed it has more to do with the language you use and where the servers are located.

Your site should rank better if you host your site on servers in that country.

Just submit your site to directories of your country, do link exchange with your country sites.
