Why is this site getting a low quality score?

I have a squeeze page that I just had done by someone in the warrior forum, and it has an extremely low quality score. I paid for it and it only has a 4/10, and Google is asking for 3 dollars to show up on the front page. Can anyone answer why this might be?

I am targeting words in the penny stock niche and have gone with Mike Jone's Clickbank code setup for the site with articles and a blog, but still am unable to get a good quality score. Someone help please.

    I had a look at the Source Code but I feel I would need to view this in relation to what you call 'Mike Jones's Clickbank code set up'. Better yet have someone do this who is versed in this area

    His setup is simple. It involves having at least 3 articles, 3 relevant blog posts, a contact, sitemap and privacy policy attached to a keyword targeted landing page with an email opt in. That's the format I used and I assumed it would get me at least a 6 or 7 on the quality score.
