Blog commenting...relevancy to niche or PR status?

Which is more important? High PR or relevancy to niche? I know ideally, your blog comments would be on BOTH high PR sites that are relevant to your niche, but if that's not available, which is more important?

    AFAIK, for blog commenting it would be niche relevancy. PR may be considered when you buy/earn backlinks.
