My existing site PR is 3 and many pages are indexed in google. Now I am re developing my website. My question is, there are variation in both site URLs. Suppose my site URL is abc.com. On old site i am using query base URLs and on new site i am using keyword rich URLs. But Google crawled my old site URLs. Now if i use new site (keyword rich) URLs. What will happen. Will this be normal or i need to tell Google bot for both old and new URLs. If there need to tell differentiate between both URLs, than how can i do this.

(Sorry for poor english. i hope you will understand, what am i trying to say)

Changing the urls of the pages that are indexed is not going to be good. When you change to you new site format using the more keyword rich urls they are going to be considered as totally new pages and will have to be re-indexed as such. If I were you I would try to keep all of my page urls the same.

It means, if content on both (old and new) pages is same then there is chances that Google bot consider it as duplicate contents.

This is not possible to keep URLs the same. Give me your advice how can i Use NEW URLs without any negative affect.

Banless gave the best advise. If you must change the urls, use 301 redirects. This is the only way to do it without any negative effects on your pages serps. I would NOT just change the formating of my urls and just expect google to re-index my pages and maintain the same serps though. Not a good idea IMO.

Sorry but the above poster is wrong. You need to go to keyword urls as soon as possible. They are very important for search engine rankings. The sooner you make the change the sooner google will reindex them and update you. Don't hesitate, do it asap.

I agree with the above. The best thing to do is point 301 redirects at the new page names, this way you can maintain any rankings that you may have gained.
