Wordtracker V Adwords Keyword Tool

I know if I buy a sub to Wordtracker enter 'learn Spanish,' or another phrase that describes the product that Wordtracker will return a list of phrases to do with learning Spanish and a number next to them indicating how many searches that phrase returned per day. It is easy then to figure out the monthly total.
Now if I go to Google and enter in the phrase 'learn Spanish' it will give me the following results: approximate search level for September 450,000.
What I'd like to know is are these two figures talking about the same thing - I appreciate that Google will only be talking about searches carried out on Google and that Wordtracker is covering all the major search engines.
If the are talking about the same thing is Wordtracker really worth the bucks if I'm only intending to run one small campaign? If they are not talking about the same thing what's the difference.
My reason for asking this question is that I want to run a small country specific campaign and don't particularly want to spend money on Wordtracker if I don't have to. Needless to say if there are any other Free tools that would supply me with the same or similar info I'd be delighted to get an addres or two.
