Ok, this is going to sound stupid, but how do you get high PR backlinks. Backlinks from PR 2 + pages. (pages not sites)

The only ways I can think of is to build a Web 2.0 page linking to you and then build a bunch of backlinks to it to beef it up, which seems like it would be a waste of time anyways because those links would be better going to your site. Or to just buy directory review/listings.

Any other ideas? I know I can build a squidoo page, but I've done that and they always appear on PR 0 pages.

ok first off, building a lens, or hubpages, and then backlinking them, until there PR increases, is not a waste of time. This will give you a very good High PR relevant link, and since these are establishes sites, they'll show up n the serps before your site does.

And your best bet is to do blog comments, on do-follow relevant posts, that don't have that many comments from others, which are damn near impossible to find. Or you can submit an article to a directory like Ezine, and backloink the article till it's PR raises. Either way, it's going to take extra work on your part to get these links

    beg, steal or borrow

Really, you gotta search for them. Use your brain, use tools or anything else you can get your hands on.

Doesn't matter if your looking to trade links, convince a site to add your link or spamming away... you gotta search for them.

I have pretty good luck with blog commenting. It can be tedious to find a internal page with decent pr that is dofollow, but they are out there.

I also think posting from hubpages and squidoo lenses for your site and creating backlinks for them is a good idea. But yes, it could take time and you have to generate links from many sources. So the process is laborious and time consuming but can be quite effective for your site!

In all honesty you should be outsourcing your blog commenting, there are plenty of companies that can get you relevant do-follow for good prices. You should focus on building your business, not the tedious things such as blog commenting

That will surely gives you good establishment in getting High PR, but i would also add if you start doing some comments within those established sites on other topics definitely people will follows you towards your topic and will surely give a free backlink if your post attracted them in anyhow..

You really need to work extra hard and time to build links, or if you have the budget, better hire an SEO company to do it for you so you can focus more on your business.
