So if I use this format for a link in my resource box like this.

<a href="http://www.....com">keyword</a>
When I preview the article it does not preview as just the KEYWORD being highlighted.

I always seem to have to do go to an older article that is approved and grab the HTML code and use that code, but it looks like this.
<a target="_new" href="http://www.........coml">KEYWORD</a>

So the question is. If I use the normal code will it still work? I can't remember now. I want the article up fast and don't want to have to wait 5 days only to miss out on the correct anchor text link, and the have to re submit and wait days again...

"If I use the normal code will it still work" -- what do you mean by "work"? If you are asking if you will still get the benefit of the keyword being associated with the target page, the naswer is yes. Capitalization or no capitalization makes very little difference, capitalization may even be slightly better because it adds emphasis (speculation). I usually capitalize the initials only though.

no sorry about the cap thing.

      This bit target="_new"

If I use that code when I preview the article it shows the correct link, but when using the other code it is not right.

It makes absolutely no difference from the SEO point of view.
Agreed. A link is a link and the bot will follow it.
