Looking to Outsource My SEO - any recommendations?

Hi guys i've been looking around here and am having a difficult time locating someone or some service i can outsource my SEO to - and could really use some recommendations right now.
I've checked the warrior for hire section as well as recommended services from around the forum but am still not able to find the right SEO service (i'll admit i went about 2 pages deep before i gave up)
What i am looking for is:
- Solid Google First Page Rankings for a handful of keywords (1 of the top 3 spots)
- Proof their method of SEO works in getting good rankings as well as maintaining those rankings long term
BTW i'm not expecting miracles here.
I can provide the keywords and they will have moderate competition which i'm certain any decent level SEO can obtain.
I will check the keywords myself as well as the strength of the competition, i just need someone to provide the backlink building, and other associated services for producing the results i'm after.
The reason why i'm outsourcing it is because i don't particularly enjoy doing it myself and would really love to outsource it to someone who does.
This work will definitely be ongoing - in fact if the first project works out i will have more work to give them.
I'm looking to hire someone at a set retainer, where they can expect to earn more as the work increases.
If you know anyone or any service you can personally vouch for i would love to hear it.
