Some are like...
• Keyword list.
• Access to Google webmaster tools.

    Ask him to add content if site does not have.
    Do not work on promotional sites. Instead optimize main site.
    Ask for escrow payment.

    I think you should find out as much as possible about his business. Ask what terms he is being found by now. Get his keyword suggestions. Do a keyword analysis. Get some Article titles, press release ideas for his company. I hate to say it, but give the guy some value by putting in a bunch of leg work before you begin the SEO campaign.
