SEO Strategy for Professional Repeatable Results

What ways other than pure manual (i.e. searching the interwebs for related websites, directories etc.) are there to build really high quality links? Obviously high quality link-bait etc. But I'm wondering if people have ideas for a system which you could build over time and then utilize over and over again.

For example do you think it would work to cultivate a relationship with a network of high PR blogs and syndicate articles to them. The promise would be to provide only the highest quality, relevant content in return for links back to relevant websites.

What do high quality back link companies do? Are there any I might want to check out to learn their strategy?

    I was thinking more along the lines of what bill platt(one of our fellow warriors does). From what I understand he syndicates content to a network of his, apparently people who employ his services often get a lot of valuable traffic from the articles they give him.

    I'm wondering if there is a way to taylor this kind of a strategy for SEO so that say you have a client you could create some content and boom! 50 high quality backlinks. I guess that would be like article marketing except guaranteeing that your articles get picked up.
