Quality Link Building Needed

Hi Everybody,

I am new to this site and relatively new to SEO.

I have a site which is in position 11 for a keyword with about 110,000 searches a month in the UK (travel related).

I have got to that position through hiring people on sites like vworker to do blog posts, article posts etc. (although I did hire a company in India for a time and they got me some of the way as well).

I have a few questions:

I am ready to abandon the blog posts as they don't seem to be doing me any extra favours but what should I do now?

I really don't know how I can build quality, one-way links from relevant websites or where to find somebody at a reasonable price (my budget is about $200 a month) who can.

Any help anybody can offer would be very much appreciated.
