Google Suggest suggestions?

I have done some extensive research on Google Suggest. I have approached Google and gotten no real answers besides "we don't know" or "we cannot talk to engineers". I've spoken to former Google employees on 3 occasions with same result.
I have a client that is judging me on the removal of a search term from Google Suggest. This "promise" was made to them before my arrival but I inherited the issue. When you type their name into Google (with our without Instant on) you get "<brand name> Scam" in first, second or third position.
From my research and Google Help Forums, it seems to be based upon keyword search volume, keyword's SERPs click popularity and regional factors. So, even if I get it fixed for me in San Diego, I have to instruct the client to use the "&pws=0" operator in the Browser Address Bar to ensure they see the same things, I think.
Has anyone heard of a case of where someone has used natural and ethical means to push down "Scam" Google Suggest results?
I have begun to do the only natural thing I know to do, which is create Blog Posts, Article Submissions and Press Releases and optimize them on the keyword phrase of "<brand name> Scam" to outweigh the usual suspects such as ComplaintsBoard, PissedConsumer, RipOff Report and Complaints.com. This client is one of the worlds most successful international companies, and they are not a scam. There are plenty of stories of franchisee failures due to the sheer number of franchisees that they own over the past 30 years, so some angry failures are out there to tell their story but the amount of time and effort I have put into this is making me believe that Google and these gripe/complaint websites are in on this together.
Any help, clues, advice or experience is appreciated!
