Is it easier to rank a pdf than a normal webpage?

Im sure i read that pdf files are easy to rank, more so than a normal webpage, so do you have any experience of this being true or not? Assuming all the crtieria are the same ie amount of keywords/optimised etc
If this is true how ocme there are not lots of pdf files showing up on searches?
