Remember that quality of links count more than mere quantity.

Your chosen company should also build your backlinks slowly and consistently so that it looks natural in the eyes of the search engines.

The best back linking strategy could be via:

-Article Marketing; top article directories will deliver high quality backlinks that will push your website on the top of the search engines

-Social bookmarking; very easy technique.

-Press Releases: this is necessary to pick up links

Devid gave you some very good advice. Natural is the way to go. You don't want to raise any red flags by cheating the system and picking up massive amounts of back links instantly.

Use a variety of promotional techniques and use them consistently over a period of time. If you want to outsource you can find a bunch of outsourcers in many fields by visiting sites like eLance, GetaFreeLancer, oDesk etc.

Here you can post a project and hire the most qualified person/company to do the work for you. You can find people to write articles, press releases, blog posts, and/or get them to distribute them as well

I have used Fiverr.com for a very cheap way to pick up some back links too.

As always though, use your due diligence and make sure that you are getting the best quality links possible and are hiring people who aren't going to take your money and run or put your links in places you might not want them.

If you want you answer of how to build links look at how they do it in the highly competitive industries like gambling, pharmaceuticals and porn.

Aggressive link building works but you have to know what you are doing. Don't expect to find any solid information regarding this on this forum as it goes against the grain for many people here.

I know people making good income from gambling and financial related services purely through SEO (and have been doing so for many years). I can tell you that not a single one of them just sit back and wait for links to appear. They all have aggressive and highly complicated link building campaigns that rely heavily on automation.

There is a guide here before called "the 30-day social marketing plan". I think this is the best for you as it worked for me and has been a great help.... zero advertising cost with long term effect.

I strongly suggest that you do the link search for link building opportunities manually as well as with the link building process. To start with, it would be much better if you hire your own copywriter and link builder in your team, that's all that you need. Then with strategies for building links to your site, perhaps this can help you draft your own plan:

One could opt for submitting site url in social bookmarking, social networking sites, doing forum posting having signature in it, writing good and unique content embedding site url in it and submitting it in good dofollow article/blog sites, directory submission, etc.

Another method worth trying is to create a cool contest and advertise it in your market, you may be able to get some very nice one-way backlinks with good anchor text in them. The only real concern, but that's only if you get a ton of backlinks using this method, is that you could generate too many links all with the same anchor text.

About the best or should i say the effective methods in planning backlinks. If you have the same link building knowledge I would suggest that use the most effective and fast results as possible because i believe that basics will be more than enough.

I prefer link directory submission to sites that have a human editor. There is a non-approval rate, but these links have value more than pages that are loaded with a bunch of spam.
