SEO Checklist

I'm trying to put together an SEO checklist. This would be a list of things that need to be done at the start when putting up a new site.

Here's what I have so far, if anyone can think of anything I'm missing here please feel free to amend the list as I'm sure I don't have everything.

URL

Keywords / phrases should be in URL
Keywords / phrases should be in permalink

Page

Keyword / phrases should be in page title
Keywords / phrases should be in meta tags i.e. title, description, keywords
Keywords need to be in <h1> tags
Keywords / phrases need to be in page content, preferably in first paragraph

Backlinks

Build PR 4 or higher backlinks and at least 5 PR 6 -10 backlinks at the start
Build high PR link wheel

Analyze your competitions backlinks and try to acquire the same. Very important.

is there any minimum words / sentence the good article should be? and how many percent the keywords compared with the whole article/ content? thanks

Focus on link diversity and not all links from same source
Ex. Instead of 100 social bookmarks, i'd grab 20 press releases, 50 bookmarks and 30 in content links.
Though it may increase the cost, but we are talking of long term sustainability.
