Question Regarding Pumper Blogs and Class C IP's

I understand the following:
Definition: A pumper blog is a blog that has high PR (>3) that has been purchased (or developed) for the sole purpose of giving home page backlinks to your other projects.
My questions are, if the blog resides on my hosting account would it not have the same Class C IP as my other blogs, and thus devalue its backlink juice?
Can one ask your hosting provider to have it placed on a different Class C IP or does one need two separate accounts for that?
For others who have used this technique are you creating separate hosting for each pumper blog?
