Is it against the Adsense guidelines?

Hi,

Is it against the terms and conditions of Adsense to create websites that are optimized for adsense?

I've seen people selling websites that are creating revenue through adsense, the websites are filled with nothing but content.

Technically yes. In practice, no.

I haven't looked at the AS terms in detail lately, but originally they said specifically that you weren't allowed to use it on sites made solely for AdSense. In the previous several years though, "Made for AdSense" sites have cropped up everywhere and I'm not aware of Google banning anyone for it. Yet at least...

then it's ok.

By the way, what do you mean filled with nothing but content. Isn't content what the Internet is made of and what SE favored?

  Oh, I see. As long as they comply with Google's TOS, then it's often very difficult to prove intent.

  Yes, unless someone can read your mind, how do they know why you created the site?
  
  I think the "made for Adsense" rule is really about junk sites with scraped or random "content" that makes no sense to a human reader. If you took that rule literally, you would have to be unaware of Adsense, then build your site, then discover Adsense and add it to your site.
  
  If you have a "normal" site with regular content, that's fine.
  
  "Optimized for Adsense" is a different thing- that sounds like using the most effective ad layouts, colors, etc., to get more clicks. Nothing wrong with that, either.
