How Does Adwords Serve Ads?

I am trying to get a handle on this, does anyone know if a site can be served ads it does not entirely optimize for and get paid at those rates.
Such as a site optimized for 'round pink widgets' which pays out at $1.00 getting served ads for 'pink widgets' which pays out at $3.00....
I ask because I am checking a new niche, which has very few adsense ads appearing. When I check the top 10 sites, they all have adsense ads on their sites for a related keyword that is paying really good, so, is that how it can work?
