Keyword density question

Does anyone know how Google interprets a pages keyword density?
I'm using SEOquake to view the density of a page, but the results are differnt to if I work it out manually.
I.e. If I count the number of times the keyword appears on the page I get 2%.
SEOQuake says about 5%.
What I did notice is that SEOQuake says the word appears 22 times. If you view the page source for the page, the word appears there 22 times, so I assume this is how SEOQuake gets its data.
This then must be including the keyword, title and description tags. Does anyone know if this is how Google views density?
