Could anyone recommend a white-hat backlink building service?
I could pay for the work, but I need to be sure 100% that no black hat techniques, or suspicious link farms will be used.

      I have to say that using WF forum and Fiver, I can't find an honest deal. Everyone hides behind the number of links and the PR level of the homepage of the links they will create for you.

      They never talk about the quality or relevancy of the links they will create for you. They also are smoke and mirrors behind the types of links they will create for you. I'd say 99% of the link builders I see on those services are either blog comments, forum profiles, or social bookmarks (AKA useless and a waste of your money).

    I feel your pain oksana. There are only a few networks that don't look like link blog farms. Pm me and i'll let you know of one I know of (not mine). There is a service coming where you can do your own but its still in beta and you have to be willing to write good content to get in. Then you can get links from several people in the network. No reciprocal linking unless you want to.
