I am in the search of a tool which can give me country specific sites for directory submission ,article posting sites etc.

Is there any good tool for this?

Best bet is to contact local SEO companies or ones which provide that service.
There isn't a 'tool' for that.

Do a search in Foregin google search engines like, .ca or .cn.

You can then search for your directories in these engines and find location specific directories to some extent.
