Outranking in SERP

In order to outrank the competition in google SERP, do I need to outrank that particular page or the site in general?

And when checking for competition, do I check the homepage or the page that I want to outrank?

Sorry if this is such a noob question.

  The first rule of SEO is that search engines index and rank web pages, not websites. Focus on page level elements because that's all the search engines are focused on.

The page you want to outrank, for sure - not necessarily the site's homepage. Different pages of the site have different PageRanks, different backlinks, and different keywords that they target.

I think, You just need to try to use no follow links for that particular page which you want to out rank.

You should optimize the page you want to rank high. If you want your home page ranks high, optimize it and if you want your internal pages rank high, optimize them.
