Looking to outsource backlinks building - suggestions?

Hey guys,
Some of you know me I guess from earlier posts, I am 3-4 years in the internet/affiliate marketing business and made some money from my sites as well as niche site.
Ever since Google started doing what he wants, there are sites of mine I don't seem to find and so my income got damaged, so now I am looking to build bigger-content sites to be more established.
I did the link building myself all this time but cannot find the way to get quality backlinks from high PR sites and so on...that is why I am looking to outsource my backlinking building for a reasonable price.
I've heard Angela's backlinks is a gerat service but I think it is closed now, any one can suggest something real and don't give me this - "get on page 1 of Google within a couple of days" ****. I am not new to this world, I know how long and what it takes.
Would love to hear your suggestions who is reliable and does the work he promises where you see actual results. That would give me a lot of times to build new projects while my promotion is done via outsourcing.
