Direct linking vs pre-sales page - PPC

Why does having a pre-sales page work better than direct linking for PPC campaigns?
Does it always?
My first thought (untested thought) is that making the user do more stuff will reduce conversions, they will have to go to at least three different pages 1) your pre-sales page, 2)the actual sales letter, and then an 3)order form.
I can see the benefits of not bidding against someone else for the same domain and you can control the relevancy of the pre-sales page..but what other major benefits make it worth the effort?
