Does Google Translate pages?

I'm going to invest near 100 Euros on my website.
I thought maybe it's a good idea to buy some backlinks. here in my country backlinks on page rank 4-5 website are near 4$ a month on every page of that website (Blogroll).

1. Is it a good idea to buy these kind of backlinks?
2. Does Google translate those pages so it knows my website is relevant to the content on that page?

    Topical relevancy in backlinking is a myth. All you need to worry about is the anchor text.

    Whether it's a good idea to buy those links depends on many factors, including most importantly your current link profile and whether Google will know those are bought links.

      I really haven't had a backlink strategy till now. How do I know the best anchor text and whether Google knows those are bought links?

        Your best anchor text is the keyword you want to rank for. Just keep in mind that you want to vary your anchor text somewhat, including using non-keyword anchor text such as raw URL, "click here", etc., to keep your backlink profile look as natural as possible.

        You know Google discounts those links when your rankings don't move. So, ideally, you would want to test a source of links. However, that is not always possible. Your second best approach is to avoid places that either openly sell links or places that accept links from industries know for spammy tactics (e.g. gambling, porn, drugs, etc.)
