Install a free SEO Plugin that works with Firefox - SEO for Firefox (this will allow you to check PR of a given domain)
Go to Backlinks Checker Tool - Backlink Watch and type in your competitor's website-top 3 sites ranking on the first page of Google for your keyword.
Click on the pages that have their backlinks, and see if you can leave yours there too-using your keyword as anchor text.
The higher the PR of the Root domain of the site the backlink is on, the higher the quality (especially if it's a dofollow link)

This is called reverse engineering of your competitor's site- and it is just one of the many ways to find quality backlinks!

1. Write articles related to your niche and submit them to article directories
2. Find blogs related to your niche and guest blog for them if they agree
3. Join niche forums - your signature can have a link in it back to your site.

This is your best bet other than building a GREAT website that gets natural backlinks from it's visitors.

Google, the PR formula, but recently this method may be outdated.Google has not updated regularly anymore. So PR has dropped to its original value so much.

1) One things you can do is go for some backlink providing services and buy from them (Not recommended)
2) Through article submissions in good quality article sites.
3) Social bookmarking.
4) Directory submissions.
5) Free classifieds listing.
6) Forum posting.
7) Blog commenting.

Don't waste your $$$ on the wrong kind of backlinks - They won't work.

Since Google changed the playing field simple text links are almost counter productive, and Pyramid linkbuilding is no longer worth the effort, whereas Contextural Links will get you almost immediate SERPS improvement.

Most of the backlinks you will be offered today will be either, simple text on blog profiles or blog comments.

Tens of thousands of both can be done in 24hrs using Scrapebox, and because of that Google is now giving simple text links less weight in SERPS.

If you watch the latest video by Matt Cutts, Google's own guru, you will learn that contextural backlinks now have the most value.

Contextural backlinks are links placed inside an article or blog post that are in the context of their surrounding text, so they look natural.

For example an article on firefighting might have links to a firestation URL. These are quite time consuming to create and invariably need an image to get maximum Google juice.

For anyone planning to create backlinks I recommend you to take 3 minutes to watch the Matt Cutts video on autoseosystem-dot-com

If you recognise the change he speaks about. then afterwards use their FREE software to create some contextural articles embedded with your own URL.

If you have money to spend
1. Buy high PR blog network backlinks
2. hire someone to answer questions on yahoo answers relating to your niche

if you have time
1. post on forums with a signiature that doesn't have no-follow in a related subject and be active
2. same as above yahoo answers
3. try to make a page that wikipedia will not remove when you add it to the links
