Need suggestions for keywords choosing

I am not quite experienced in seo and getting ranks, but I managered some rules of the searching engine although the rules is changing everyday.
Can anybody give suggestions about the keyword choosing detail? I mean
How to select keyword before creating a new page? Coz I got many pages with the keywords which may leads to more traffic and the pages finally got good ranks, page 1 or 2 on google's searching result.
However, the result seems that there is not too much people searching for it althought the result pages in the whole searching engine is quite a lot (I mean only little or no increase in traffic), from X00,000,0 to X0,000,000.
So I am puzzled with the keyword choosing, how you guys decide what keyword to use and focus in a new page, can you give some suggestions about the works I may need to do before choosing some. Is there any recommended keyword tools we can use to understand the exact/possible searching wishes from guests, I mean how can we know is a keyword is popular among searchers or not?
