    Onpage: You need optimize your page first : keyword, title , tag.... you can research at this forum or buy a book to learn about it.
    Offpage: you need backlinks to your money site. It will be vary: social bookmarking sites, article directories, blog comments, forum profiles, web 2.0... But this will take a lot of time and boring works. You may hire someone do it during you do another work.
    If your keyword is low competition keyword, it will take few weeks to gain the high search engine ranking position.

    Why are there 10 new threads like this every single day? All of them asking the most general questions like "best backlinking" or "best seo"..

    Then once the thread is made, theres 100 replies from generic accounts like "angelica11" or "frank07" or "kiranraj19" or "Mjoseph83" all of them have backlinks in their signatures.

    Looks like WF is being gamed by someone.
