Question regarding adwords tool

I am working on my PPC campaign using google adwords tool. On a few keywords there was a very strange thing happened: adwords showing average cpc $0.91, but when I do search this keywords on the google there are no paid adds at all,which means the is no ppc competition. But how adwords tool swows $0.91 with no bidders? Is it a mistake in adwords tool?

    The estimated CPC isn't usually accurate or even up to date.
