Adwords and Pop-Ups

Okay I apparently never read the rules well enough and you can't have exit pop-ups on the pages you are advertising in Adwords. So I'm trying to figure out something else. (I've had it running that way for 2.5 years but they just notified me...opps!!)
Anyhow, what is that called when you're on a blog and it creeps up from the bottom with a way you can sign-up for something?
I need something that would be considered "interstitials that do not hinder a user from exiting a site" according to Google. I think that this would be a perfect way to do that. It just highlights the opt-in form at the bottom of the page giving the user one more way to sign-up but doesn't stop them from exiting and they don't have to close it out to leave or continue.
