Creating Software

I'm not sure if this is the best place to post this, but I am looking to create some new applications to simplify some of my SEO efforts. I use some software already, but I want some custom pieces for my business. I don't know a lot about software development, so I thought I would start here. I know a lot of people are creating their own software. What are the most popular languages, etc. that I should be asking about? I plan on outsourcing it and can create the requirement definitions, but knowing what else to ask is what I need some advice on.
