Can't Budge Site Ranks!

No matter what I do, I can't budge the ranks for one of my sites in Google. I'm not going to name the site for obvious reasons, but let me lay out the situation and hopefully somebody can offer some advice....
I have a site that has more total backlinks then the #1 ranked site. I understand, quality backlinks carry more weight. But I rank at #10. I've got Amazon junk above me and the typical product images from Google since this is a product site.
My question is.... How long is it now taking Google to calculate the value of backlinks and apply them to my site? This used to range from a few days for a quality backlink and a week for a larger number of low quality backlinks. I've built thousands of backlinks in the last two weeks and NO MOVEMENT at all!
Granted domain age means everything but my site is over a year old. Has some quality links from place like BOTW and other sources. I have a keyword rich domain too, which makes matters worse since some above me don't.
How long should I be waiting for new backlinks to impact my ranks? It seems like Google has placed a permanent stop on my site. It one time it was ranked #2 for months then Panda knocked me back.
