What is the best way to get good backlinks for a persons website?

I did get backlinks before and it did not do nothing for my website 5
months ago.

    High PR backlinks are what is going to give your site a High PR.

    Blog comments, while they lost a lot of value can still help transfer some PR. Social media sites, and web 2.0 sites like blogger, wordpress, tumblr can gain PR quick. You can create properties on those sites, get their PR up, and then it will transfer over to yours.

    Or create content that people want to link to, and you'll naturally gain that page rank. This is a lot more difficult.
