PPC on Baidu?

I see there are some companies out there serving as a middleman for doing PPC advertising on Baidu. Webcertain.com AC-Baidu.com, etc.
Has anyone tried them? Is there any ROI? I've got a client that sells good internationally. Stuff that is typically more expensive in China due to high import taxes. They've been doing decent business via Ebay to China and Korea.
I noticed on Webcertain translation is optional but is that only if you translate as I think Baidu does not show English ads. At least not yet?
