Google keyword competition

Hi folks on keyword tool on Google - can anyone articulate what exactly the competition metric is measuring ?

Obviously lower the number the less the competition - but 0.01 etc to what?

EXAMPLE BELOW

    That competition bar is just the Adwords competition.

    Funny, debated this with someone recently I thought it was only adwords competition but they maintained it was all competiton including organic competition. Also what does the number relate of or to 0.01 to what ?

    Choosing low competition keywords is good but it only works in the start of your SEO campaign eventually you need to move on high competition keywords which are most relevant. I believe while choosing relevant and long tail keywords should be given more importance rather than hanging up with competition element
