Adsense Account Partial Review!?

I was opening an adsense account for my business and I figured id go through Blogger.com just to get the account as ive heard this is a very easy and quick way of getting approved.
When I got my adsense approval email it said that my account had been "partially reviewed" and that they would review it in full once I began using ads. Has anyone else experienced this? If so do they send another email saying when the account is fully approved? The reason I ask is because then I will wait until the review process is up to add the code to all my other websites. Any insight ive never heard of this?
