Are the monthly searches numbers for the average per month, the most recent month, or the month with the highest searches? If the monthly search number is 500 but the keyword is only searched for in 3 months out of the whole year, does that mean in the 3 months combined, the keyword is searched for 6000 times?

It is the most recent month in the database which might be 1 or 2 months old. No--you cannot extrapolate an accurate annual total especially on a seasonal keyword. Try going to Google Insights to see the search trends over time.

Copied this from Google keyword tool

    "Global Monthly Searches
The approximate 12-month average of user queries for the keyword on Google search. This data is specific to your Keyword Match Type selection."

Are you sure about that? I just looked up an extremely seasonal keyword and it has 60,000 global searches, I doubt that's from the most recent month...
