Website sand boxed forever?

My website has over 100 back links some are of quality, others are not. About a few days ago I had a spike of 50 visitors in one day, but when I looked at my visitor stats I couldn't find any information that I ever had that many that day.
Going back to before the move I was ranking for many of my keywords for months in the top 10-20 spots on Google. When I got back online to check this I am now nowhere to be found. I am in the 200 results for some of the keywords. My questions are, can a site be sandboxed for life? and am I better off buying a new domain then trying to fix this one? Then If I do start another domain can I move all my info from this site to it and basically delete the old site so I do not get in trouble for duplicate content?
