Question about the Point of linkwheeling

Hello. I was wondering if somebodycould answer this question for me. I have been reading about linkwheeling and how powerful it is.

My question is... Why do people go through the trouble of creating a web2.0 site such as squidoo or blogger and then backlinking to these web2.0 sites. They say it is to make your backlinks stronger...but
What is the difference between this and just finding a high pr blog comment backlink? That blog will already have a bunch of backlinks to it already anyways.

Is there something about the big picture that i am missing? I realize that this could be a very newbie question... I am even confusing myself as i am writing out this question. Thank you.

    These web 2.0 sites are like a coffee filter. Instead of linking direct and bouncing your site all over the place from the new link power, it will filter some of it and not have as much of a dance.

    The second part for high pr would be link variety. If you do all of the above and make it so there is link variety, it's a lot more natural and varies your link power. Finding good high pr blogs to link from that are targeted and fairly clean is a goldmine. If they got spammed, pass it up and keep looking.

    You can do a lot with just a few really high page rank blogs and sprinkle in some other types, do-follow and no-follow. It will look natural.

    The Reason Behind to use Web 2.0 Is that...These Sites are very Powerful. Because if You Go for Link Building for these web 2.0 sites than you See After Some Time It will see in google Result. So It is Very Powerful, and this Gives Very Powerful Backlink to your Website.

    Blog Commenting is good ...if you use the same Niche..and the blogs whcih have less Comment.

    web2.0 should be high PR...so it is hard for google to punished them...and most important is google trust them more than other websites...
