Is it ok to drive traffic to a parked domain?

I did read adsense for domain policy but could not find anything regarding this.

    google do not provide adsense for parkes domains as they are nothing but the name of the domain which will not be useful to any of the internet users throughout the world..........thus google wil drop giving you adsense for your parked domain if it will not anything useful

    I find when I have questions that I can't find answers for in the TOS, I can get a quick and easy answer if I email the folks at adsense. They're very helpful!
