I've just been learning about Joomla. Since so many people use it, are there any SEO downsides to using it? I was thinking about starting a content site.

I used Joomla for a small content downloads website and wish I never had used it. It was good say 5 years ago, but these days you're better off using Wordpress, whatever the type of site is you're building.

Don't use Joomla, far too many security holes.

joomla is really resource hungry, put any sort of load on it and it will slow down unless your server is good. personally I stopped using it a few years ago, and use a selection of others, mainly wordpress.

I use Joomla in some of my sites and I think that it requires more effort and time to manage SEF URLs, duplicate meta tags, etc.

So I use Joomla and Wordpress but nowadays I prefer WP.
