hi link exchange is a good technique to improve back links it is white hat seo technique and i am a link builder looking for link exchanges of the following theme seo,web design,web hosting pr1+ obl<30 and no need of resource link and partner pages

You can search your niche related sites on Google and contact them for link exchange. Link exchange is not counted as black hat SEO, but too much link exchange from a website is not good. It would be better, if you have any other/extra site, use that to give links and take links on your main website.

Yes, Over link exchange will harm SERP rankings, but it is not BLACK-HAT method. You can do it, but do not over do it

  There is a difference in linkexchange and linkexchange in my opinion.
  
  To exchange links with others related sites manually shouldn't be too bad for SEO, but contra wise.
  
  If you use link exchange networks, you will get penilized directly. My site got penalized and lost all it's traffic after 2 months hardwork. (Will come back with results and pictures later on)

If you mean traffic exchange that means you may see some sites on Google. It does not really help traffic it just increases visibility to some extent of your website.

my decision is for link exchange is very useful , how will do this is first u collect ur site competitor sites contact details send ur request to that consult contact person, first both are accepted that we can add sites ,its very useful to get more backlinks for site.thanks

yes link building is a good seo technique to get quality backlinks to your website. Depending on your product exchange your link a website design company should not exchange link with one who sell cloths.

Link exchanges if done correctly are whitehat.

Reciprocal links if used to create a "Linking Scheme" according to Google's TOS are not whitehat.

Their terms of service can be found here:

I would at least browse through them so that if you are going to go into the greyhat site of things at least you know what you're doing.

One tip that I have found for reciprocal links is that they seem to work a bit better if they are done in a triangle.

Example:
Your site -> Their site -> Another site you own

This way they are actually one-way backlinks but both people benefit from them.
