Why does this happen with PPC?? what's going on

I've got a really weird PPC issue with adwords. I'm in a niche that I know has a lot of daily impressions. According to several fairly accurate keyword tools my campaign should be getting about 8,500-9,000 impressions per day on the low end.
I set up the campaign making sure all site quality parameters were met and the ad groups were constructed properly using tightly targeted keywords.
I launched the campaign and have been getting tremendously low impressions.
I have the budget set at $400 per day to buy maximum clicks, the "accelerated ad placement" is on, and I use the "rotate ads evenly" feature for split testing purposes. I have my bids custom set for each keyword to keep the adds on the first page between positions 2-6.
Why am I getting such low impressions for keywords that I know are more trafficked than this? It's very strange and the tech team at google doesn't seem to be able to tell me anything other than "make sure your campaign is built properly and bid prices are set right".
Well I did all that and still have horrendously low impressions. So far I've gotten only 334 impressions today. It should be more like seven or eight thousand by now.
Any ideas on what to do to fix this?? The adwords account is fairly new. And the sites domain is only about a month old. Could this be causing the ultra low impressions in spite of the fact that I have the bids set right and the daily budget sky high?
