Does google go to/read/follow links on .php pages? I want to use redirects for all my affiliate links and I was thinking it's a pity to waste the PR juice on the redirect page itself since I don't need it to rank for anything. This way, if I could include a link back to the article it came from (or other articles on one of my sites that could use a boost) I could build up the target page's pr instead.

Sleaklight is correct. Google will follow .php pages. However, I would suggest that if you're using them as redirects that you also use the nofollow attribute to those links pointing to the .php affiliate pages.
