Google's ad placement?

I'm new to SEO and have just browsed the google 'hotspot' map, the one that shows how well ads work in different parts of a web page. I've always been askance at ads on the left side of a web page as being well placed. If that is so, then why does google persist in using the right side of every web page for all of its ads, when this is given as only average, compared to good for the same location but on the left side?

    That's a good question and if you have paid really close attention to Google and her ways, you will know that a quality user experience is her prime goal.

    If your ad earns a great quality score and you bid high enough to reach a top 1-3 position, your ad will be displayed in the left column at the top. Only the best performing ads will get that prime placement.

    Google wants their users to be happy so they will be back.
