There are three options that I feel you can boil it down to.

Yourself

Self-explanatory just learn what you can about SEO (Web 2.0, Blog comments, Social Media/Bookmarks, EDU blogs, etc) and apply it to your site. You'll realize it is not so much as hard as it is tedious and time consuming, which in your case since you have money I would outsource it.

Warrior AD/Company etc.

Hire a company/warrior/other etc to do your SEO. This would be finding the best service based on reviews what they tell you and other things. I would recommend looking at several places and people and make a questionnaire for them and see all the responses. Would also require no SEO knowledge just money.

Outsourcing to Elance/Odesk etc.


This could require some knowledge depending on who you find. Some workers in other countries have a good understanding of how it works and even own tools. While on the other hand you might have to teach some depending on who you find which would again require some SEO knowledge.

So in the end it is really up to you. I would recommend the 2nd or 3rd choice depending on what route you want to take. Hope I helped in some way.

It is hard to outsource your SEO work unless you know what you need done and have some knowledge in SEO.

For example the 2nd comment in this thread suggests you use her backlinking services which consist of xrumer and scrapebox blasts. These are pretty much the worst kind of links you could get and will most likely hurt your site if its not seen already as an authority by google.

I would suggest you do a bit of research before throwing money down on stuff. You want contextual high PR links within relevant content, ideally coming from relevant sites. They are the best kind and you don't need 1000's of links to improve your ranking. Its all about quality, not quantity.
