    Yes offcourse building links on relevant sites can help you to enhance your serp presence.But beside these there are many factors to look at like Social media presence, updated and fresh content on the site, your relevancy, domain age etc.

    Basically you want to concentrate on your SEO, on page and off. Contribute to your site with good quality content and then add quality diverse backlinks.

    Just remember if it is a new site, it will most likely take 2-3 months to rank well for your primary keyword you are targeting, assuming you have done the other steps efficiently and correctly.

    There is plenty of good information located on this forum, just search SEO and backlinking techniques.

    Yes link building is the way to go.
    Also bear in mind, QUALITY LINKS all the time...spammy links like comments or profile links wouldn't do you any good

    Yes linkbuilding is an important aspect of ranking a website high in google. But also consider things such as ON page seo (try to have 2000 words on your home page with dropping your keyword in a few times.) Have your title, url and description optimized. Also, high PR services and the such like build my rank and authority link network and others work very well.

    I would focus on getting high PR backlinks. This seems to work well for me rather than going after thousands of low quality ones. When it comes to backlinks, quality always beats quantity.
