I think i may have been hit with a anchor text penaly. All my rankings dropped out of the top 40 and havnt recovered in over 4 weeks.

Lets say if i start to vary my anchor texts will these keywords recover? Or should i just start again with new sites?

      The first thing to be doing is focus on removing the excessive usage of the exact keyword anchor text. It is better to go easy on the linking at least until the penalty gets removed.
