Building tier 2 backlinks

Currently my plan is to create web 2.0 properties and manual social boolmarking linking to my original site. After which ill blast these links with automated tools, article submission, mass bookmarking etc.

Theoretically the plan goes like that. However when it comes to the specific portion. How exactly do I (example automated article submission) include the multiple different links I've gotten from the manual submissions into these articles im planning to mass submit?

I'm thinking of using another article with an anchor of the original keywords of the article ive submitted manually. Should that be the right way?

First I'd like to suggest not linking the 2nd tier backlinks to your money site, instead link them to pages with your money site link. Also I recommend using press releases. Those are more powerful than a lot of people realize. Lastly, what tools are you using to complete this task?

Ahh, nope, my idea is to blast the 2nd tier to the 1st tier (manually created) backlinks.

But I was wondering what sort of methods do you guys use for the 2nd tier blast to get the anchor text in. Using PLR articles? Or using your own site's articles with anchors to the titles of the 1st tier backlinks?

That image is just one of portions of my SEO plan. There will be press releases (manually) done too.

That's a decent plan.

You can even get pretty spammy with your second tier. Blast away.

  Assuming I have 100 backlinks from Tier 1. How do I link all these 100 into the 1000 backlinks I'm creating? Assuming I'm using article submission, do I spin the content to randomly select one of the backlinks?
  
  Ive heard people talking about social bookmarking in the 2nd tier. Is that just like bookmarking 100 backlinks in each of the bookmarking account?

In all honesty, I've never really worried about the tier 2 links. I just get high PR backlinks to my main site and it seems to do the job.
